The Unified Digital Platform GovTech is the main tool for the digital transformation of the public sector of the Russian Federation. The GovTech platform is aimed at increasing the efficiency of federal executive bodies, state extra-budgetary funds, executive bodies of the constituent entities of the Russian Federation and other bodies established in accordance with the legislation of the Russian Federation.
The main goals of the Unified Digital Platform of the Russian Federation GovTech:
- reducing the time to buildand developdigital public services;
- increasing the efficiency, effectiveness and security of processes for building and developing government information systems, reducing expenditures;
- increasing the satisfaction level of individuals and legal entities withonline interaction with state bodies and extra-budgetary funds.
On March 31, 2023, the President of the Russian Federation signed a Decree on the creation, development and operation of government information systems (GIS)utilizing the Unified Digital Platform of the Russian Federation GovTech(link to the original source in Russian:

In accordance with the Decree, the creation, development and operation of government information systems utilizing the GovTech platform shall starton April 1, 2023 with regard to federal information systems, and January 1, 2024 with regard to regional information systems.
In the near future, 150 information systems of approximately 50 public authorities will be moved to the platform

The design and development of the GovTech platform is being implemented in several stages, each consisting of separate activities, with the expected results of their implementation.
The first stage, running through December 31, 2022,completed the experiment resulting in the main methodological documents and legal acts regulating the GovTech platform, creating the GovTech and GovMarket platforms' management systems, a roadmap for the design and development of government information systems on the GovTech platform.
As part of the second (transitional) stage, which runs until December 31, 2024, it is planned to approve the procedure for including digital products in the catalog of the GovTech platform; develop methodological recommendations on government information systems using the GovTech platform, determining the reuseofGovTech digital products in theirdevelopment; launch the GovTech and GovMarket platforms' management systems; develop standard solutions to ensure information security; create a catalog of digital products of the GovTech platform; ensure pipelining government information systems to the GovTech platform; develop the architecture of the following Domains – Healthcare, Education, Urban, housing and utilities,Building and construction, Transport, Sport, Science, Ecology; prepare a roadmap for domain architectures of other sectors of the economy and social sphere; amend the Concept and the roadmap for the creation and development of government information systems on the GovTech platform, taking into account the results achieved in the first and second stages.
At the third stage, which will begin in 2024, the GovTech platform shall become fully operational with regard to launching and developing government information systems on the GovTech platform; the architecturesfor domains of other sectors of the economy and the social sphere should be developed.

Services of the GovTech platform are open source, and are also the proprietary development of the Platform Provider and Service Providers. Platform services undergo mandatory certification and comply with the standards of the Russian Federation in terms of ensuring information security.

Monitoring the functioning of IT services, providing proactive and reactive detection of failures in operation, control and visualization (consolidation) of indicators of the state of hardware and software-hardware systems, load indicators, automation of processes for alerting on emergency (failure of hardware or components, exceeding threshold and trigger values), predicting failures and the development of emergency situations using artificial intelligence (machine learning), as well as an algorithm for independently finding and proposing solutions (recommendations) to specialists responsible for operation, analytics and preparation of recommendations to increase the availability and sustainability of ITservices provided. Indicators, metrics, trigger and threshold values are defined in the Monitoring Technological Maps.
Fundamental principles of the GovTech: the principle of openness, which ensures non-discriminatory access of suppliers of digital products to the GovTech, as well as the possibility of their participation in the discussion of draft guidelines on the functioning of the GovTech, containing requirements for digital products and suppliers, and the principle of reuse, which provides mechanisms for the reuse of typical GIS (government information system) software components and digital products of the GovTech.
The GovTech is developing as an extensible platform that according to the needs of the clientsallows increasing its basic functionality by including new Services in the GovTech, as well as by expanding the functionality of the incumbent Services.
The design and development of platform services (standard and reusable solutions) is carried out according to the analysis of needs. Services of private providers can be listed on the platform.
In October 2020, in order to increase the efficiency of information exchange between citizens, government agencies and commercial organizations the Government of the Russian Federation approved Decree No. 1674 dated October 12, 2020 "Experiment of creating, transferring and developinggovernment information systems and their components on/to the Unified Digital Platform of the Russian Federation GovTech (hereinafter referred to as the GovTech platform) (link to the original source in Russian: http://government.ru/docs/all/130359/).
The goal of the experiment was to test the creation, transfer and development of government information systems and their components,which provide comprehensive interaction between citizens, government agencies and commercial organizations, on the GovTech platform.The following goals of the experiment were achieved: the goal of forming requirements and determiningtheir feasibility, as well as determining options of using information and technological services of a provider within the framework of the GovTech platform, including the creation of government information systems and their components, storing personal data and (or) other secret information protected by law, and also the goal of approving new approaches, determining financial effectiveness and accessibility of the GovTech platform when creating state information systems and their components.
The experiment resulted in the following regulatory acts:
1. The Concept of the creation and operation of the Unified Digital Platform of the Russian Federation GovTech, approved by Order No. 3102-r of the Government of the Russian Federation dated October 21, 2022;
2. Provision on the Unified Digital Platform of the Russian Federation GovTech, approved by Decree No. 2338 of the Government of the Russian Federation of December 16, 2022;
3. Provision on the federal state information system – Management of the Unified Digital Platform of the Russian Federation GovTech and Provision on the federal state information system GovMarket, approved by Decree No. 2194 of the Government of the Russian Federation of November 30, 2022.
By Order of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation dated December 27, 2022, the functions of the operator of the Unified Digital Platform of the Russian Federation GovTech were transferred to the federal state institution State Technologies (Gosudarstvennyye tekhnologii) (created according to Order No. 3004-r of the Government of the Russian Federation dated November 16, 2020).
In March 2023, the President of the Russian Federation signed a Decree according to which the use of the GovTech platform in the design, development and operation of government information systemsshall be mandatory since April 1, 2023 with regard to federal information systems, and since January 1, 2024 with regard to regional information systems.
In accordance with the Order of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation dated December 27, 2022, the functions to operate the GovTech were transferred to the federal state institution State Technologies (Gosudarstvennyye tekhnologii). It was created in January 2021 in accordance with Order No. 3004-r of the Government of the Russian Federation of November 16, 2020 (link to the original source in Russian: http://government.ru/docs/all/130928/), The federal state institution State Technologies is a subordinate organization of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation.
State Technologies main functions include:
- development and operation of the GovTech platform;
- supporting creation, transfer, development and operation of government information systems and their components on the GovTech platform;
- testing new approaches on the creation and development of government information systems on the GovTech platform;
- organizational and methodological support for the development of architectural solutions, including the design of domain architecture;
- ensuring the information security of services at all stages of the life cycle of the government information system on the GovTech platform;
- methodological support and training on the functioning of the GovTech platform.

GovTech is introducing a domain approach to designing digital state services. The domain approach takes into account interdepartmental interaction, technical capabilities and forms a reliable and secure architecture of domain IT systems. Domain services are designed according to the principles of clientcentricity.
Domain –is the field of activity of state bodies and legal entities, which belongs to the same sector of the economy and social sphere and has common consumers.
Currently, 5 domains are being designed on the GovTech platform:
- Science
- Sport
- Healthcare
- Ecology
- Transport
A total of 18 domains will be created on GovTech.
In 2022, the first government information systems were already designed and successfully launched on the platform: "Federal'noye imushchestvo online" service by the Federal Agency for State Property Management and the government information system – "Physical Culture and Sports". GovTech platform was used in designing new information services of the Federal Compulsory Medical Insurance Fund, making digital compulsory medical insurance available for all citizens. All services of the designated government information systems are designed using platform components and taking into account a client-centric approach, making user experience as seamless and efficient as possible.
The project to create and develop the GovTech platform is being implemented as part of the federal project Digital Public Governance of the National Program Digital Economy. In 2023, the budget of the federal project Digital Public Governance amounted to 76 billion rubles, which is about 55% of the total budget of the national program Digital Economy.
